In other matters, what is underdevelopment?

Underdevelopment is perhaps lack of capacity in planning. An illustration follows.

Let me illustrate with today's news for Morocco. The country (or rather the government), evidently taken by surprise by the sudden appearance of its 50th anniversary of independence from the Fransaoua next week, has suddenly decided to appoint the Minister of Communication to plan for next weeks events. Also, in a fit of brilliance, the same government, excited by the discovery that next week is indeed the entirely unexpected 50th anniversary of kicking out the beloved Fransaoua, has decided in the heat of excitement that it would be perfectly brilliant idea to declare the better part of next week a suprise holiday, instead of the normal one-day holiday.

While grumbling nay-sayers might say that surprise three day holidays coming on the heels of this sudden discovery that next week is indeed a major 50th anniversary - completely unexpected to be sure, but these things do tend to sneak under the radar after all - might be a trifle disruptive of business and the like. However, in fact it reveals the brilliance found in underdevelopment, the lack of planning and foresight also brilliantly has thrown off any potential terror attack on this occasion as it is such a suprise. We may, then, characterise this as a victory over terror.

Of course it does mean that my business plans next week are fucked into a cocked hat, but there we have it, how could I possibely expect that such events require advance planning and the like.

Of course I might be in Kuwait anyway, but the fine Mr Zarqaouie, having almost blown up my Fund people (by accident to be sure), may have fucked those plans as well.

Brilliant all around, fucking brilliant all around.

On a more serious egg-heady level, my micro-experience with economic underdevelopment (including my own but people from less developed societies as well) is this: a predictable LACK of consistent preditability in performance of economic tasks -- delivery of goods, delivery of payment, delivery of services.

On a macro-social level, underdeveloped societies TEND to over-emphasize established status over predictable performance -- hence the central role and infrastructure of family and class in most, as well as a tendency to say yes when yes is not called-for; and to emphasize the rituals of respect over the proper execution of it.
